DHS determines the eligibility for multiple healthcare coverage options through the publicly-funded state Medicaid program.
Those options include Affordable Care Coverage, Katie Beckett, Medicaid for Elders and Adults with Disabilities (EAD) and Sherlock, which is Medicaid for working people with disabilities. We also determine eligibility for the Medicare Premium Payment Program for those with federal Medicare.

Medicaid Preventive Services
Rhode Island Medicaid offers preventive services for aged and disabled individuals who have a documented medical need for limited personal care services. These services are intended to help individuals remain safely in the community and avoid a higher level of care (e.g., institutional placement).
- Service Limits: Up to 6 hours per week of homemaker and/or personal care services per individual or 10 hours/per couple.
- Submit referrals to the Rhode Island Department of Human Services (DHS): Email: DHS.ClinicalTeam@dhs.ri.gov or call Phone: 401-574-8474.
- A Medical Need Form must be completed by the individual’s primary care provider and submitted to DHS for review and approval.
- Once approved, the individual works directly with a home care provider to arrange and begin services.
- Home Care Providers can submit their weekly billing via the provider billing process.
Medicaid recipients with MCO can contact their MCO provider.
