Low Income Household Water Assistance Program (LIHWAP)

Funded by the American Rescue Plan Act (ARPA) and the Consolidated Appropriations Act of 2021, LIHWAP is available for eligible low-income households through September 30, 2023, or until funds are exhausted. 

Low Income Household Water Assistance Program (LIHWAP) helps eligible low-income households afford and maintain access to drinking water and wastewater services through federal grants. One-time payments are made directly to the household’s utility company. 

Crisis Assistance: A grant is available for individuals and families. You may be eligible if you:

  • Have a past-due water or wastewater bills with a balance over $150;
  • Received a notice indicating service will be terminated;
  • Are in risk of having service terminated

Households can receive the LIHWAP grants for both drinking water and for wastewater services. Families must meet income requirements. Learn about eligibility for water and wastewater assistance and how to apply here.
